What is different about coverage in Oregon
Oregon currently uses the federal HealthCare.gov Marketplace, but that's changing soon -- a new state-run site, Explore Health (ExploreHealthOR.gov), is set to take its place starting November 1, 2026 under a 2023 state law. Oregon Health Insurance is free to use for Oregon callers working through Medicare, ACA, life, or supplemental coverage questions.
- The Oregon Health Plan (OHP), run by the Oregon Health Authority, is Oregon's Medicaid program -- apply online at ONE.Oregon.gov, which is the right place to start if your Oregon Medicaid eligibility changed.
- As of this writing, Oregon ACA shopping still goes through the federal HealthCare.gov Marketplace, but that's about to change: a new state marketplace, Explore Health, launches November 1, 2026 and will take HealthCare.gov's place for Oregon.
- Free Medicare counseling is available in Oregon through SHIBA (Senior Health Insurance Benefits Assistance) at 800-722-4134, separate from Oregon Health Insurance's own free phone help.
Worth knowing: Oregon is in the middle of a marketplace transition: a 2023 state law required the Oregon Health Authority to stand up its own exchange, and the new Explore Health site received federal approval and is scheduled to replace HealthCare.gov for Oregon starting November 1, 2026 -- worth double-checking which site is current if you're reading this after that date.
