Where Oregon residents shop

Oregon residents who buy their own coverage shop on HealthCare.gov (federal Marketplace) -- transitioning to Explore Health November 1, 2026 at www.healthcare.gov/oregon/. That is also where income-based help with monthly premiums (premium tax credits) is applied. Enrollment follows the federal HealthCare.gov calendar.

Oregon is in the middle of a marketplace transition: a 2023 state law required the Oregon Health Authority to stand up its own exchange, and the new Explore Health site received federal approval and is scheduled to replace HealthCare.gov for Oregon starting November 1, 2026 -- worth double-checking which site is current if you're reading this after that date.

Enrolling

Open enrollment dates are set by the marketplace and can change from year to year, so confirm this year’s window on the marketplace site before you plan around it. Outside open enrollment you generally need a qualifying life event, such as losing other coverage, moving, or a change in household size.

What affects the plans you see

  • Where you live. Plans and premiums are set by area within Oregon, so your county matters. Find your county.
  • Income and household size. These determine help with premiums and whether you may qualify for Medicaid instead.
  • Plan level. Metal levels (Bronze, Silver, Gold, Platinum) trade a lower monthly premium against higher costs when you use care.

The Oregon Health Plan (OHP), run by the Oregon Health Authority, is Oregon's Medicaid program -- apply online at ONE.Oregon.gov, which is the right place to start if your Oregon Medicaid eligibility changed.

As of this writing, Oregon ACA shopping still goes through the federal HealthCare.gov Marketplace, but that's about to change: a new state marketplace, Explore Health, launches November 1, 2026 and will take HealthCare.gov's place for Oregon.
